The General Administration of Customs: It will strictly implement all countermeasures against the United States in accordance with the law

At a press conference held by the Information Office of The State Council on April 14th, Wang Lingjun, the deputy director of the General Administration of Customs, said that the customs will strictly implement all countermeasures against the United States in accordance with the law to safeguard the country's sovereignty, security and development interests.

 

Wang Lingjun said that recently, the US government's excessive imposition of tariffs has inevitably had a negative impact on global trade, including that between China and the United States. China promptly and resolutely implemented necessary countermeasures. This was not only to safeguard its own legitimate rights and interests, but also to defend international trade rules and international fairness and justice. China will unswervingly promote high-level opening up to the outside world and carry out mutually beneficial and win-win economic and trade cooperation with other countries.

 

Lu Daliang, spokesperson for the General Administration of Customs and director of the Department of Statistics and Analysis, said in response to a reporter's question that China's exports are indeed facing a complex and severe external situation at present, but the sky cannot fall. In recent years, China has been actively building a diversified market and deepening industrial chain and supply chain cooperation with all parties. This not only promotes the development of the other party but also enhances our own resilience. Meanwhile, China's vast domestic demand market is an important rear base.

 

On April 10, 2025, the US government announced that the rate of "reciprocal tariffs" imposed on Chinese goods exported to the US would be further raised to 125%. The US imposition of abnormally high tariffs on China seriously violates international economic and trade rules, as well as basic economic laws and common sense. It is completely a unilateral act of bullying and coercion.

 

In accordance with the Customs Law of the People's Republic of China, the Customs Law of the People's Republic of China, the Foreign Trade Law of the People's Republic of China and other laws and regulations as well as the basic principles of international law, and with the approval of The State Council, starting from April 12, 2025, the measures for imposing additional tariffs on imported goods originating from the United States will be adjusted. The relevant matters are as follows:

 

I. Adjust the additional tariff rate stipulated in the "Announcement of the Tariff Commission of The State Council on Adjusting the Measures for Imposing Additional Tariffs on Imported Goods Originating from the United States" (Announcement No. 5 of 2025 of the Tariff Commission), raising it from 84% to 125%. Given that at the current tariff level, there is no possibility of market acceptance for US goods exported to China. If the US side continues to impose tariffs on Chinese goods exported to the US in the future, China will ignore it.

 

Ii. Other matters shall be implemented in accordance with the "Announcement of the Tariff Commission of The State Council on Imposing Additional Tariffs on Imported Goods Originating from the United States" (Announcement No. 4 of 2025 of the Tariff Commission).
